July 27, 2020: City of Chico Temporarily Expands Outside Commerce for Non-Food Establishments
Emergency order temporarily allows non-food businesses to expand commerce outdoors on provate property. This new emergency order allows businesses to use additional outdoor areas for commerce, including private sidewalks, parking lots, recreation space, and other space on private property. To apply, eligible businesses must complete a Temporary Use for COVID-19 (Outdoor Service) application. No fee will be required for this application.

July 22, 2020: State Places Bute County on Monitoring List Due to Rising COVID-19 Cases
BUTTE COUNTY, Calif. – The California Department of Public Health (CDPH) notified Butte County today that the County is being added to the Monitoring List today, July 22, 2020. If the County remains on the list for three consecutive days, new restrictions are required to be implemented on Saturday, July 25, 2020.

Due to COVID-19 and Governor Gavin Newsom’s recent actions closing indoor dining at restaurants, the City of Chico has issued Emergency Order 2020-002 temporarily expanding outdoor dining at existing restaurants.

June 18, 2020: Californians Must Wear Face Coverings When in Higher-Risk Situations, Especially Indoors - California Department of Public Health
Cloth face coverings or masks help reduce the spread of coronavirus especially when combined with physical distancing and frequent hand washing. Starting June 18, Californians must wear face coverings in common and public indoor spaces and outdoors when distancing is not possible.
Stay at Home Order - 3.19.2020
On March 19, 2020, Governor Newsom issued Executive Order N-33-20 directing all residents immediately to heed current State public health directives to stay home, except as needed to maintain continuity of operations of essential critical infrastructure sectors and additional sectors as the State Public Health Officer may designate as critical to protect health and well-being of all Californians.

"The City of Chico has passed an eviction moratorium in response to providing protection to both residential and commercial tenants during the COVID-19 pandemic. This is in place until May 31, 2020, but could be extended. There are several important steps to be eligible for these protections but the first step is communicating often and early with your commercial landlord or housing provider. We are all in this together, if you can pay rent you should, if you can't you may request a delay in rent payment until you receive financial support through the SBA funding, unemployment, or other sources of income." - Jennifer Morris, Executive Director, North Valley Property Owners Association (NVPOA)
The Chico City Council passed Resolution 7-20 at its March 21, 2020 meeting which in part includes: SECTION 9. Protection of Affected Tenants. a. It is hereby ordered that no landlord shall evict a residential or commercial tenant in the City of Chico during this local emergency period if the tenant is able to demonstrate an inability to pay rent due to financial impacts related to COVID-19. According to the U.S. Small Business Administration (SBA), fraudsters are targeting small businesses owners during these economically difficult times. In addition, the Internal Revenue Service (IRS) has urged taxpayers to be on the lookout for a surge of calls and email phishing attempts about the Coronavirus, or COVID-19. These contacts can lead to tax-related fraud and identity theft. Below are some important alerts we believe you should be aware of during this season.

Department of Homeland Security Guidance on the Essential Critical Infrastructure Workforce (CISA)
The Cybersecurity and Infrastructure Security Agency (CISA) executes the Secretary of Homeland Security’s authorities to secure critical infrastructure. Consistent with these authorities, CISA has developed, in collaboration with other federal agencies, State and local governments, and the private sector, an “Essential Critical Infrastructure Workforce” advisory list. This list is intended to help State, local, tribal and territorial officials as they work to protect their communities, while ensuring continuity of functions critical to public health and safety, as well as economic and national security. Decisions informed by this list should also take into consideration additional public health considerations based on the specific COVID-19-related concerns of particular jurisdictions.
